My criticism of the attitude of Mr Severn and Mr Clementi is that

it was not only wrong in law, because the power to reject is governed

by certain well-known rules, but also that it was outrageous from any

standard which should obtain in dealings between man and man. A very

The Director of Public Works has draw attention to several racies in the Public Health Ordinance, words omitted and wrong figures; his criticisma are for the most part accurate but some are not. There were a mass of amendments to deal with, and it is greatly to be regretted that the official verification which has been done now was not done when I asked for it. But there are the errors, and in all these cases, and

might in any others which may be discovered I was ready and willing, and it

was my duty to reprint and so to eliminate the mistakes. Beyond this it seems to de impossible to go.
